The issuing bank, or issuer, is the buyer's bank. It has the final word: the acquirer forwards the transaction, the card network routes it, and the issuer responds approved or declined in a fraction of a second.

Understanding this changes the diagnosis of a low approval rate. When the decline comes from the issuer, the problem is rarely in your checkout. It's in the transaction profile as the buyer's bank sees it: a currency unfamiliar to their history, a processing country different from the card's country, an out-of-pattern ticket, or an unrecognizable soft descriptor.
